ROLE AND FUNCTION OF THE AUTHORITY The Toll Authority, which was established under the Toll Roads Act, 2002, is a statutory body which falls under the Ministry of Transport and Mining. It became operational in October 2003, one month following the opening of the first segment of Highway 2000 (H2K) which stretched from Bushy Park, St. Catherine to Sandy Bay, Clarendon. Our mission, as guided by the Act, is to ensure that Jamaica’s toll roads are effectively and efficiently developed and managed. This involves the following major functions: • To regulate of the operation and maintenance of the toll roads and such other facilities on or adjacent to the toll roads; • To monitor the compliance of the concessionaires’ with the terms and conditions of the Concession Agreements; and • To advise the Minister on matters of general policy relating to the design, construction, safety, regulation, operations and maintenance of the toll roads in Jamaica.
